removing all rubbish and at the same time distribute rat

poison, traps and birdlime to clear the block as quickly

as possible of its infective element, but this is not the

same thing exactly as a wholesale poisoning campaign

which regards only the destruction of the vermin without

removing the facilities for its rapid restoration.

The Secretary of State might perhaps be asked to

refer the report and a copy of this minute to the Bureau

of Tropical Diseases which has been formed to advise on

such questions as this.
